After God heard Daniel's prayer for mercy for repentance based upon renewed love for God and obeying His commandments (quoting Exodus 20:6), God commanded Gabriel to tell Daniel he was "highly esteemed" and that God would send a "Messiah“ who is “cut off,” by the 69th x 7 [years] (Dan. 9:25.)
God will make "make atonement for iniquity” by 70 x 7 [years]. (Daniel 9:24.) [Anytime with out limit)
The KJV translated “7” as "weeks" rather than 7. It has the meaning of simply seven of anything, whether days, weeks, years, etc., which is derived from context.
“The word 'week' also means seven (Hebrew shevua), and can mean seven of anything - days, months or years.” (Tim LaHaye, Edward Hinson, The Popular Bible Commentary (Harvest House, 2007) at 246.)
What about the prophecy of 70 7s in Daniel? Is that meant to be a specific 7 years after Messiah? No.
What do we know about the number 70 x 7? Jesus used this idiomatic expression to mean an unlimited number.
21 Then came Peter to him, and said, Lord, how oft shall my brother sin against me, and I forgive him? till seven times? 22 Jesus saith unto him, I say not unto thee, Until seven times: but, Until seventy times seven. (Matt. 18:21-22 KJV.)
It is a hyper large number. Jesus meant, ‘let’s not get technical on a fixed number; instead it is as much as is necessary.
If you look at the 70x7 prophecy in Daniel, some of them are only in the new heaven and new earth such as putting an end to sin:
24 “Seventy ‘sevens’[c] are decreed for your people and your holy city to finish[d] transgression, to put an end to sin, to atone for wickedness, to bring in everlasting righteousness, to seal up vision and prophecy and to anoint the Most Holy Place. [70 x 7 provision, i.e. time without limit / as long as it takes.]
But to "atone for wickedness" is the 70x7 list, but Jesus did that. So 70x7 is not a delimeter, but rather an unspecified number of years.
Daniel 9:25-26 has the key messianic prophecies:
25 “Know and understand this: From the time the word goes out to restore and rebuild Jerusalem [TRIGGER] until the Anointed One [Messiah], the ruler, comes, there will be seven ‘sevens,’ and sixty-two ‘sevens.’ It will be rebuilt with streets and a trench, but in times of trouble. [69 x 7 provision.]
26 After the sixty-two ‘sevens,’ the Anointed One will be put to death and will have nothing. The people of the ruler who will come will destroy the city and the sanctuary. [62 x 7 provision]
When did the order go out to rebuild the city and temple?
The Jewish Encyclopedia says this order went forth in 444 B.C. Nehemiah "arrived in Jerusalem in 444 BCE with an appointment as governor of Judah... [and his] first action was to rebuild... Jerusalem [including the temple]." ("Nehemiah," The Jewish Encyclopedia of Judaism (1989) at 520.)
When you convert 69 x7 lunar years or 483 lunar years, which converts into 476 solar years, and if you subtract 476 solar years from 444 BC, you get 32 AD.
Hence, Jesus fulfilled the appearance in 32 AD at Jerusalem, being cut off sometime after 25 AD; and brought in the atonement that could be any time, as that falls under the 70x7 verse -- the unlimited period.
