Jesus in Rev. 2:2 says some person told the Ephesians they were his apostles. Jesus commended the Ephesians for finding these persons were ;iar Paul complains in 1 and 2 Timothy and 2 Corinthians of having been on trial in "Asia" -- the region of which Ephesus is capital -- and "all forsook him in Asia," and the result "felt like a death sentence." Luke records a similar encounter with a synagogue in Ephesus where Pau was "reasoning and persuading" for 3 months, but suddenly a faction started disagreeing with Paul, and Paul left. But this could be due to a trial that the group did not find Paul had the credentials (apostleship of Jesus) that he was claiming.
The details of Acts 1 and the replacement of Judas with Matthias proves Paul could not be the 12th.
And Jesus says the 12 apostles, including Matthias, will sit on "12 thrones judging the 12 tribes," and thus a 13th does not fit.
